Bangkok Governor Chadchart Participates in MUFPP Global Forum in Italy and Wins Award for Social and Economic Equity in Food Policy
เมื่อวันที่ 14 ต.ค. 68 นายชัชชาติ สิทธิพันธุ์ ผู้ว่าราชการกรุงเทพมหานคร เข้าร่วมการประชุม Milan Urban Food Policy Pact (MUFPP) Global Forum ณ มหาวิทยาลัยมิลาน เมืองมิลาน สาธารณรัฐอิตาลี พร้อมด้วยนายภิมุข สิมะโรจน์ เลขานุการผู้ว่าราชการกรุงเทพมหานคร และนายพรพรหม วิกิตเศรษฐ์ ที่ปรึกษาของผู้ว่าราชการกรุงเทพมหานครและผู้บริหารด้านความยั่งยืนกรุงเทพมหานคร
โดยมีหัวข้อหลักของการประชุมครั้งนี้คือ "Building on a Decade of Joint Success: Envisioning the Future of Urban Food Systems" เพื่อเปิดพื้นที่ให้เมืองสมาชิกจากทั่วโลกร่วมแลกเปลี่ยนแนวทางพัฒนาระบบอาหารในเมืองให้ยั่งยืนและเท่าเทียม
ผู้ว่าฯ ชัชชาติ ได้เข้าร่วม การอภิปรายระดับผู้นำเมือง ร่วมกับ Mr. Maher Canawati นายกเทศมนตรีเมืองเบธเลแฮม รัฐปาเลสไตน์ Ms. Anna Scavuzzo นายกเทศมนตรีนครมิลาน สาธารณรัฐอิตาลี Ms. Audrey Pulvar รองนายกเทศมนตรีกรุงปารีส สาธารณรัฐฝรั่งเศส และ Mr. Manuel de Araújo นายกเทศมนตรีเมืองคูลิมาเน สาธารณรัฐโมซัมบิก
โดย ผู้ว่าฯ ชัชชาติ ได้ถ่ายทอดประสบการณ์ของกรุงเทพมหานครในการขับเคลื่อนนโยบายด้านอาหารอย่างเป็นรูปธรรม ซึ่งเริ่มจากจากการดูแลกลุ่มคนไร้บ้านช่วงหลังโควิด-19 ผ่านการจัดจุดแจกอาหารแบบนำกลับบ้าน จากนั้นได้นำไปสู่การจัดตั้งคณะทำงานพิเศษ (Special Team) ที่บูรณาการหน่วยงานด้านนโยบายอาหารต่าง ๆ เข้าด้วยกัน โดยมีที่ปรึกษาฯ พรพรหม เป็นผู้แทนผู้ว่าราชการกรุงเทพมหานครในคณะทำงาน แนวทางที่สอง คือ การจัดทำยุทธศาสตร์ (Strategy) โดยการออกนโยบายอาหารกรุงเทพมหานคร พ.ศ. 2566–2570 ภายใต้วิสัยทัศน์ "กรุงเทพมหานครเป็นเมืองอาหารแห่งความเสมอภาค มีคุณภาพ และยั่งยืนสำหรับทุกคน" พร้อมทั้งสร้างการมีส่วนร่วม (Synergy) จากทุกภาคส่วน ทั้งภาครัฐ เอกชน และประชาสังคม ตัวอย่างที่เป็นรูปธรรม คือ โครงการ BKK Food Bank Center ที่ดำเนินงานโดยไม่ใช้งบประมาณของรัฐ แต่ขับเคลื่อนด้วยความร่วมมือจากภาคีเครือข่ายหลายภาคส่วน สะท้อนถึงความเชื่อมั่นและพลังของการมีส่วนร่วมในสังคม
ในช่วงท้าย ผู้ว่าฯ ชัชชาติได้กล่าวถ้อยแถลงต่อที่ประชุมว่า "กรุงเทพมหานครไม่ได้มุ่งหวังจะเป็นเมืองอัจฉริยะที่สุด แต่ต้องการเป็นเมืองที่มีอาหารเพียงพอสำหรับทุกคน"
นอกจากนี้ กรุงเทพมหานครยังได้รับรางวัล Special Mention จากเวที Milan Pact Awards (MPA) ในสาขาความเสมอภาคทางสังคมและเศรษฐกิจ (Social and Economic Equity) จากผลงานโครงการอาหารเช้าและอาหารกลางวันในโรงเรียนสังกัดกรุงเทพมหานคร ที่มีบทบาทสำคัญในการลดความเหลื่อมล้ำด้านโภชนาการของเด็กนักเรียน
รางวัล MPA จัดขึ้นควบคู่กับการประชุม MUFPP Global Forum เพื่อยกย่องเมืองที่มีผลงานโดดเด่นใน 6 ด้านตามกรอบนโยบายอาหารในเมือง ได้แก่ การบริหารจัดการ (Governance) อาหารและโภชนาการที่ยั่งยืน (Sustainable Diets and Nutrition) ความเสมอภาคทางสังคมและเศรษฐกิจ (Social and Economic Equity) การผลิตอาหาร (Food Production) การจัดหาและกระจายอาหาร (Food Supply and Distribution) และขยะอาหาร (Food Waste)
Bangkok Governor Chadchart Participates in MUFPP Global Forum in Italy and Wins Award for Social and Economic Equity in Food Policy
On 14 October 2025, Bangkok Governor Mr. Chadchart Sittipunt participated in the Milan Urban Food Policy Pact (MUFPP) Global Forum held at the University of Milan, Milan, Italy. He was accompanied by Mr. Pimuk Simaroj, Secretary to the Governor of Bangkok, and Mr. Pornphrom Vikitsreth, Chief Sustainability Officer (CSO) and Advisor to Governor of Bangkok. The theme of this year's forum is “Building on a Decade of Joint Success: Envisioning the Future of Urban Food Systems”, aiming to provide a platform for MUFPP signatory cities from around the world to exchange approaches for developing sustainable and equitable urban food systems.
Governor Chadchart joined the Political Debate alongside the following global city leaders: Mr. Maher Canawati, Mayor of Bethlehem, Palestine, Ms. Anna Scavuzzo, Vice Mayor of Milan, Italy, Ms. Audrey Pulvar, Deputy Mayor of Paris, France and Mr. Manuel de Araújo, Mayor of Quelimane, Mozambique.
Governor Chadchart shared Bangkok’s concrete experiences in advancing urban food policy, beginning with efforts to support the homeless population during the post-COVID-19 period by establishing takeaway food distribution points. This initiative led to the formation of a Special Team, integrating various BMA agencies working on food policy. Mr. Pornprom Vikitsreth, Advisor to the Governor, represented the Governor in this working group.
The second key approach was the development of a strategic framework through the implementation of the Bangkok Food Policy 2023–2027, under the vision: “Bangkok is the City of Food with Sustainability, Equity, and Quality for All.”
The Bangkok Metropolitan Administration (BMA) also promoted cross-sectoral collaboration (Synergy) among government agencies, private sector, and civil society. A prominent example is the BKK Food Bank Center, which operates without utilizing BMA’s budget, but rather through partnerships and support from various networks, reflecting public trust and the power of social participation.
At the end of his remarks, Governor Chadchart delivered a key statement to the forum: “Bangkok does not aim to be the smartest city in the world, but would like to be known as a sharing city where there is enough food for everyone.”
Additionally, Bangkok received the Special Mention Award from the Milan Pact Awards (MPA) in the category of Social and Economic Equity, in recognition of its school breakfast and lunch program in the BMA Affiliated Schools, which plays a significant role in reducing nutritional inequality among students.
The MPA is held in conjunction with the MUFPP Global Forum to recognize cities with outstanding achievements in six areas of the Urban Food Policy Framework: Governance, Sustainable Diets and Nutrition, Social and Economic Equity, Food Production, Food Supply and Distribution and Food Waste.
